Congress's Medicare Expansion Plans: Becerra Says Any One Will Do

The Biden administration will support whatever expansions to Medicare Congress is willing to make, Health and Human Services Secretary Xavier Becerra said Tuesday.

Democratic lawmakers on Capitol Hill are working on plans both to add benefits to the health program for seniors and to lower its eligibility age from 65 to 60. But the efforts are mired in competing priorities among different wings of the party as they try to push through a spending plan this year that Republicans have vowed to oppose. President Joe Biden called for the change in Medicare age eligibility while campaigning in 2020.

But asked if the administration has a preference on which Medicare provisions Congress takes up, Becerra said, “Our preference is to get it done. What’s the ‘it’? We’ll take everything we can get.”

In a wide-ranging sit-down interview for KHN’s “What the Health?” podcast, Becerra also said he will support efforts to bring down drug prices, including allowing importation from such countries as Canada that have lower prices and giving Medicare the ability to negotiate prices.

In addition, he said he’s looking forward to efforts to expand the Affordable Care Act, now that it has been upheld — again — by the Supreme Court last month.

As California’s attorney general for the previous four years, Becerra led a coalition of Democratic state officials that defended the 2010 health law in that case from efforts by Republican state officials and the Trump administration to have it declared unconstitutional.

“Now we’re playing offense,” he said. “We’ve got the ball and we’ve got to march it down the field, and we intend to because there are many Americans who still need good coverage.”

Among the top priorities for the ACA, he said, is maintaining the covid relief law’s temporary increases in subsidies for people who purchase coverage on the health law’s marketplaces. Those new subsidies, he said, “have made it possible for countless American families to stay on those affordable health plans.”

HHS is ready to engage in the fight over prescription drug prices, according to Becerra. “The president has been pretty explicit,” he said. “He is supportive of negotiation of drug prices, so when we get a price for our tens of millions of Medicare recipients and our tens of millions of Medicaid recipients, [we know] that it’s the best price we could have bargained for.” At the same time, Becerra said, Biden “has supported efforts to import the same drug that cost too much here from another country if it costs less, if we can do it safely.”

Becerra, who has been on the job since late March, said his top priority as secretary is to work on health equity issues. “I love that President Biden has said he wants everyone to feel treated equally,” he said. “There are a whole bunch of Black and brown communities that have never had the kind of access to care that others have. And when they come to the doctor, they come with the kind of conditions that show they didn’t have health care before.”

Within that broader priority, Becerra said he wants to pay particular attention to the Indian Health Service: “It’s time we really focus on our tribal communities and let Indian Country know we really are serious about being good partners.”

Another priority is maternal mortality, given in the U.S. “there are women dying in childbirth at greater numbers than in developing countries,” he said, and African American mothers die “in some cases at three or four times the rate of white mothers.”

Still high on Becerra’s to-do list is battling covid and, particularly, vaccine hesitancy in states where new variants are spreading fast. Of the people who are dying, he said, “more than 99% are unvaccinated. I don’t know how you can spin that any other way than to say: If you’re vaccinated, you’re probably going to live. And if you’re unvaccinated, you’ve done yourself and a lot of other folks a disservice.”

But Becerra, who drew criticism from conservatives last week after saying “it is absolutely the government’s business” to know who has been vaccinated, continued to shrug off the idea of any sort of federal vaccine registry. The secretary has said those comments were taken out of context and on Tuesday added, “We want to work with our state and local partners.”

Fallout 76 update time: Steel Reign release date and patch notes before expansion launch

Bethesda has big plans for Fallout 76: Steel Reign, including the final chapter in the Brotherhood of Steel story.

From what has been shared so far, gamers can expect new quests and a new Legendary Crafting system, which will allow fans to turn normal weapons, Armor and Power Armor, into Legendary items.

A big part of this will be Legendary Cores, which you will use alongside Legendary Modules to make changes to your items.

Legendary Cores can be earned by completing Seasonal Events, Public Events, and Daily Ops.

Bethesda has also confirmed that Wasteland survivors will upgrade Power Armor pieces by visiting Power Armor Stations.

While Legendary Crafting is a big part of Steel Reign, there will be story aspects and quests to discover, with Bethesda telling fans:

“In Steel Dawn, we met the members of the Appalachian chapter of the Brotherhood of Steel. Through our journey, we discovered that some members had disagreements with how the Appalachian chapter should be run.

“In a thrilling conclusion, all disagreements had to be set aside in order to team up against one common enemy.

“However, the issue of how to run the Appalachian chapter still remains and cannot be ignored. Your choices from Steel Dawn will impact this final chapter.

“In Steel Reign, you’ll explore new areas in locations such as the Uncanny Caverns, West Tek, AMS HQ and more. Earn new rewards such as the Face Breaker Power Fist, Mercenary Outfit, Brotherhood Civvies, Cryogenic Bed, and Hellcat Power Armor. You’ll also see some new and familiar faces during your journey.”

Here are some of the other details about what is coming during July in Fallout 76:

  • Legendary Cores- Craft all-new Legendary gear from Power Armor to Weapons using Legendary Cores
  • Power Armor Displays- Show off your favourite Power Armor skins to everyone that visits your C.A.M.P.
  • Power Armor Skins- Give into the MIND Collective and sport a unified look with new Power Armor Paints.
  • Weapons Skins- Melt your enemies with the Valorous Alistair Gatling Plasma skin or slice them down with Alistair’s Sword.
  • C.A.M.P. Objects- No more cleaning your clothes in the river, claim the Washer and Dryer set for your humble abode.
  • Red Rocket Collectron- Complete your garage with the Red Rocket Collectron, who will tirelessly search the Wasteland for auto parts.


According to developers Bethesda, the Fallout 76 Steel Reign update will be going live after maintenance which starts at 3pm BST.

For gamers in the United States, the same maintenance will begin at 10am EDT across PS4, Xbox One and PC platforms.

We don’t have an exact time for when Fallout 76 Steel Reign will be playable but we would expect servers to be back online by 7pm BST.

More news is expected to be shared by Bethesda during the Fallout 76 maintenance period, including how long the downtime will continue.

Here are a few changes that Bethesda has also confirmed for Fallout 76 this week:

Aristocrat’s (New): Damage increases as caps increase. Maximum +50% damage at 29,000 caps.

Assassin’s (Updated): Increased damage vs. Humans from +10% to +50%.

Enhanced VATS (Updated): Increased the VATS hit chance from +33% to +50%.

Gourmand’s (New): Damage increases as you fill your hunger and thirst meters. Maximum of +24% damage.

Juggernaut’s (New): Damage increases as Health increases. Maximum of +25% damage at 95% health or above.

Last Shot (New): The final round in a magazine has a 25% chance to deal twice as much damage.

Mutant’s (Updated): Damage now increases by +5% per Mutation that affects the character, up to a maximum of +25%.

Overeater’s (New): Increases Damage Reduction up to +6% as you fill your hunger and thirst meters.

Suppressor’s (Updated): Damage reduction applied to the target has been buffed from 20% for 3 seconds to 25% for 5 seconds.

Watch Dogs: Legion – Bloodline Expansion Brings Two Legends to London

Watch Dogs: Legion – Bloodline is out now on Xbox One and Xbox Series X|S, adding a new adventure set before the events of the main game. And where Watch Dogs: Legion lets you recruit anyone you see in its open world, Bloodline zeroes in on two characters with a whole lot of tricks up their sleeves: Aiden Pearce, the first game’s vigilante protagonist; and Wrench, Watch Dogs 2’s masked trickster.

While you’ll play as both Aiden and Wrench over the course of the adventure, they aren’t precisely on friendly terms. When Aiden visits London to steal a robot-controlling device from Broca Tech, Wrench intervenes and makes off with the tech — but not before incapacitating Aiden and leaving him for Broca’s goons. Thomas Rempart, CEO and owner of the aforementioned tech, gives Aiden an ultimatum: If he doesn’t hunt down Wrench and recover the device, bad things are going to happen to his nephew.

Watch Dogs: Legion – Bloodline

In addition to the main storyline, each operative has their own side activities to pursue when you’re in control of them – and with the Season Pass, both can be added to your DedSec roster in the main campaign or Online mode. And since Aiden and Wrench need to rely on their own skills in Bloodline, each comes equipped with a variety of unique new abilities and gear to tackle any situation.

Aiden brings back System Crash, a callback to the first game that lets you temporarily disable all nearby electronics. As Aiden, you can also aim in slow motion after taking down an enemy, or get a damage buff after a well-timed reload from a special prompt. And when you’re playing as Wrench, you can summon his custom drone, Sergei, or stun enemies by tossing out his Ninja Ball mini-flashbangs. Wrench also carries a great big hammer named Lady Smash, and can unleash havoc with his custom-skinned MPX SMG and LTL grenade launcher.

Hearthstone patch notes, Stormwind expansion, Battlegrounds cosmetics

Blizzard will be expanding the Hearthstone experience in new ways when they launch the game’s next major expansion in August 2021.

But before we all become United in Stormwind, a new Hearthstone patch is available to download today.

Update 20.8 is rolling out today and includes several big changes that Hearthstone Battlegrounds fans will want to know about.

The first is that they can now pre-purchase the Stormwind Mega-Bundle in-game, with the next expansion promising to add 135 new cards to the game.

The United in Stormwind Mega Bundle includes 80 United in Stormwind card packs, five Golden United in Stormwind card packs, two random United in Stormwind Golden Legendary cards, the Lady Katrana Prestor Mage Alternate Hero, the Lady Katrana Prestor card back, the Ve’nari Alternate Battlegrounds Bartender (Pre-Purchase), and Battlegrounds Perks.

This will make it possible to choose from four heroes instead of two, get early access to upcoming heroes before they’re released, access to advanced stat tracking, and colorful visual emotes.

After Stormwind lands, Phase 2 of the year of the Gryphon will follow, and this will include more changes to Battlegrounds, including the launch of Battlegrounds cosmetics, a minion type refresh, and regular content updates.

A message from Blizzard adds: “We will also continue to bring regular updates to Duels, Tavern Brawls, and Solo Experiences. Finally, Mercenaries will launch during Phase 2 of the Year of the Gyphon.

“An adventure is only as good as the quests you take along the way. All 10 classes will have access to a Questline that highlights the journey of their class’s Mercenary through Stormwind.

“Questlines are Legendary spells that start in your hand and have three tiers of progression. Get a reward after you complete each step of the Questline, culminating in a powerful Legendary mercenary minion.”

House Democrats from Texas push local Medicaid expansion

Local governments would be able to bypass conservative state leaders and implement their own Medicaid expansion programs for working poor Texans with federal funds, under federal legislation introduced Monday by U.S. Rep. Lloyd Doggett, D-Austin.

Dubbed the “Cover Outstanding Vulnerable Expansion-Eligible Residents Now Act,” the legislation is a “homegrown solution” to a decade of resistance by a handful of red states to allowing more people who are struggling financially to access the federal health care program, said Doggett, chairman of the House Ways and Means Health Subcommittee and lead sponsor of the bill, which has 40 cosponsors.

In Texas, that could be as many as 1 million newly eligible residents – most of them people of color – who currently fall into that gap because they can’t afford private health insurance and can’t qualify for subsidies, but make too much to qualify for Medicaid.

The bill sponsors include all of the Texas congressional Democrats and most Democrats from 12 other states that have refused to expand Medicaid through the Affordable Care Act. It is the first time local governments have been able to directly contract with the federal government for Medicaid funds.

“For many of our most disadvantaged citizens, this bill offers a pathway to access a family physician, necessary medicine, and other essential coverage that thirteen States continue to deny,” Doggett said in a statement. “The COVER Now Act empowers local leaders to assure that the obstructionists at the top can no longer harm the most at-risk living at the bottom.”

The bill allows counties, cities and other political subdivisions to apply directly to the U.S. Centers for Medicare and Medicaid Services for funds that were declined by their states, including Texas. States would be required to cooperate and authorize access to state Medicaid systems for those entities, with incentives for cooperation and potential penalties otherwise.

That amounts to 100% federal funding for three years and tapering to 90% federal funding by year seven and beyond, Doggett said.

The bill will be filed later Monday, he said.

An effort by a bipartisan coalition of state lawmakers to expand Medicaid during the most recent session of the Texas Legislature became mired in conservative opposition and never got a hearing.

Opponents of expanding Medicaid to an estimated 1 million Texans who would qualify under the Affordable Care Act of 2010 argue that the program is poorly managed and financially unsustainable, and that expansion encourages government dependence, delivers poor health outcomes, and crowds out children and people with disabilities who need it the most.

The death of the state legislation left on the table billions of dollars in federal incentives that supporters said would not only have paid for the expansion but added money to state coffers and lowered costs for hospitals that care for large numbers of uninsured patients.

Under Doggett’s proposed COVER Now Act, that money would be directly available to local governments through pilot programs approved by CMS without the state’s involvement.

“Health care coverage is as vital to a community as education, roads, or reliable power,” said Tom Banning, CEO of Texas Academy of Family Physicians, which supports the proposed legislation. “Sadly Texas has stubbornly refused federal assistance to expand Medicaid, leaving millions of our fellow Texans to get their health care by waiting in a long line at a free clinic, ignoring a treatable problem, or using the ER when that treatable problem worsens. That isn’t just morally wrong, its economically dumb.”

With more than 5 million of its residents without coverage, Texas has the largest number of uninsured residents in the nation, many of them working adults who can’t afford private or subsidized insurance but don’t qualify for Medicaid because they earn too much.

Roughly 20% of the state’s population lacks health insurance – a number health officials say has grown since more than a million Texans lost jobs and, in many cases, health coverage because of the COVID-19 pandemic.

Some 4.2 million people are on Medicaid in Texas – including more than 3 million children. The rest of the recipients are people with disabilities, pregnant women and parents living below 14% of the federal poverty level, or about $ 300 per month for a family of four.

Adults with no disabilities or dependent children don’t qualify for Medicaid, and the vast majority of children on Medicaid have parents who do not qualify.

The ACA allows states to expand that threshold to 138% of the poverty level, or $ 3,000 per month for a family of four.

Two recent polls show that 70% of Texans support Medicaid expansion.

The prospect of Texas leaders pushing for expansion any time soon is dim. None of the state’s top three Republicans has professed support, and their conservative base has been resisting it since the U.S. Supreme Court made it optional for states in 2012; it had been mandatory under the ACA until that provision was challenged in court.

It is unclear how long the federal incentives will be available, supporters of Medicaid expansion say, and there is also the uncertain future of the 1115 waiver, a temporary agreement to reimburse hospitals for uncompensated health care costs. It was meant to help Texas transition to Medicaid expansion before the state chose not to do it.

That waiver is set to expire in 18 months if Texas can’t persuade federal health officials to extend it.

SAN DIEGO COUNTY, Calif. — San Diego will be home to the National Women’s Soccer League’s newest expansion team, set to begin play in spring 2022, the league announced Tuesday.

Jill Ellis, the only two-time FIFA Women’s World Cup-winning manager and a former FIFA World Women’s Coach of the Year recipient, will serve as president of the as-of-yet unnamed San Diego NWSL team — which is owned by investor Ron Burkle.

“This is a proud and historic moment for soccer in San Diego, Southern California and the United States,” Ellis said. “The NWSL continues to grow immensely and bringing women’s professional soccer back to San Diego, an area with a rich soccer history and passionate fanbase, will have a deep and positive impact on this community.”

Ellis said she is “incredibly honored to lead this club forward as we prepare for play in this league next year. We aim to become a significant team globally, led by influential women, with the ability to attract the best talent throughout the world. I am eager to begin this project and look forward to leading this club as we build towards the future.”

The club’s name, crest, head coach and venue partner will be announced at a later date.

“San Diego is filled with an unwavering and fervent fanbase with a wide interest in soccer,” Burkle said. “We are thrilled to bring women’s professional soccer to San Diego and believe this club will be deeply embedded in this community.”

Burkle has tapped business associate Matt Alvarez to lead the project on his behalf.

“We believe in Jill and will provide the necessary investment to build a club that all of San Diego will be proud to support,” Burkle said.

Ellis, the former U.S. Women’s National Team Manager from 2014-2019, led the United States to eight tournament titles — including the 2015 and 2019 FIFA Women’s World Cup.

NWSL Commissioner Lisa Baird, who leads the 10-team women’s professional soccer league, said San Diego “has all the hallmarks of a successful expansion club: a committed ownership group with the resources required to invest in the success of our league and our players, in a community full of soccer players and fans, in a region that has been underrepresented in our league. I can’t wait to watch it all come together.”

The NFT bubble may have popped, but the sector is still primed for expansion

Nonfungible tokens (NFTs) took the world by storm in March and April of this year with an onslaught of daily headlines about record-breaking sales and big-name companies dropping their own one-of-a-kind digital art pieces dominating the mainstream media.

Fast forward a few months and the narrative has shifted to the ‘NFT bubble’ popping and doom and gloomers warning that NFT investors are on the verge of losing all of their money.

The rapidly declining prices and activity on the top NFT marketplaces have prompted many to speculate on the death of the nonfungible token space despite the well-known cyclical nature of the crypto market that can spring back to life at the drop of a hat.

Active users jump ship

Active users are the lifeblood of NFT marketplaces, but the choppy nature of the cryptocurrency markets over the past two months, including the May 19 sell-off which saw $ 1.2 trillion in value wiped from the crypto market cap has led to a precipitous decline in user activity.

As seen in the chart above, the active wallets on NFT marketplaces peaked near the end of March and has since fallen by more than 40% as declining values combined with high transaction fees on the Ethereum (ETH) network kept traders out of the market.

The decline in active wallets coincided with a decline in sales across the space as rapidly falling token prices exacerbated the losses of holders and collectors who saw their valuable art pieces lose up to 90% of their value overnight.
