WHO sets out vaccines allocation plan

All countries should receive an initial allocation, but this formula can change to reflect the prioritization of a particular region or a shifting risk assessment of the country’s “vulnerability and COVID-19 threat,” it adds.

The WHO also believes that allocation plans need to consider supply factors and a country’s context, such as a cold chain requirement (which mandates production at very low temperatures) or the ability to scale up manufacturing. Specific mechanisms detailing how this can be done are to be laid out by the end of August.

The WHO’s allocation framework is already set to be used by Gavi’s so-called COVAX Facility for distributing vaccines to low and lower middle income countries.
